I'm not clear on whether aid agencies were allowed to air drop food in Gaza and didn't because of cost so they held out for permission to bring in trucks. And I'm unclear on whether avoiding dropping food on a tent is really impossibly hard. I think Israel blamed the aid groups for not having people on the ground when food arrived. I'm not clear whether aid groups are supposed to be making sure food isn't snatched up by fighters and failed to do so.
