𑁜𑁓 is Peru because the diagram shows one of the borders is non-land, which represents water, and Peru borders the ocean.

I think that C.J.'s explanation is fair. That was tough luck though.
It could not be Bolivia as the map is not isomorphic for that. If you count down from Canada, it does not quite fit, though close.

I'm pretty sure not ... or it's something a bit more specific (as solar noon is around 11:00-13:00 everywhere on any date I guess?).
