More background info (the owner was notified of movement in the tracking camera and drove out to where the house is.) It sounded like he lived at the property as his primary residence and held him at gunpoint.

Basically, the connected road from the main house is what lead to the lake house, and the owner might have been a bit of an ass. It seems criminal trespass is also considered "first-degree burglary" by simply having crossed on the road to the lakehouse, even though he didn't spend much time there while looking, and no mention of damage was done.
The mayor was charged with criminal trespass and first-degree burglary and was booked in the Fulton County Jail on $11,000 bond before being released.
It sounds a bit insane, and I'm wondering if the charges would be dropped, but his "do you know who I am" attitude might have angered the owner.
Update (August): Even in March the Mayor had the city council try to remove him, and he has something after the above incident where he's recording confidential meetings. The guy is unhinged.
