Googling XELA bus (it's an E not a C in ye olde font) gets a result for Southampton UK and one for Guatemala - apparently they're called Chicken buses.
I don't think this reviewer is satisfying his woman sexually.

That explains it! I thought that was just random graffiti on the bus. :)
