Hersh theory seems plausible. After all, somebody did it. And unless the Russians self sabotoged (not sure why they would) it would have to be some NATO bigwig country. Most likely the US.
I'd love to see Russians actually call the US on the carpet about it. But they won't. The last thing Russia wants is for this to turn from a proxy war with NATO to a real war with NATO (it won't last long in that case). NATO seems to feel the same way. Either due to cowardice about a nuclear threat or, as Dot suggests, a long drawn out conflict is good for the military industrial complex bottom line.
The latter reason is morally appalling, but if you are looking for morally appalling individuals, politicians and corporate executives certainly fit the bill.

One of the main arguments for survivalists (fearmongers) has to do with an EMP (nuclear detonation at high elevations with the intent to disrupt the electrical grid) attack. Whether the China surveillance balloon (one of many) is merely testing the possibility of such an attack, it could be argued they need a bit more than a dry run to determine whether this was even remotely possible.
China could have been testing out the potential for EMP attack.

Of course nobody wants a "real war" with the mass destruction that would entail. But nobody wanted either of the last two world wars either. The problem is that the more the tension is ramped up, the more possibility there is for events to spiral out of control.
It's whistling past the graveyard to assume that endless war can be waged with no chance of that full-blown escalation.
And the other issue is that China is watching and waiting for their opportunity to make the most of this as the West's resources are drained.

It's a tough time to be a balloon.
One thing that is noticeable by it's absence is the outrage about how "our perfectly innocent research balloon has been shot down" from the aggrieved parties. Somebody must be put out by the loss of their property, but so far - crickets chirping. C'mon innocent harmless balloon launchers, where are the demands for compensation? It's 2023 for chrissake! Any wrong done to you, perceived or actual, should be seen as a money making opportunity. Woke politics 101.
