I think a large part of it is experience. He's observant and absorbs enough gestalt from other photos to build an index of details to narrow his search.
In one photo I spotted something he didn't, though: the asphalt road that had no lines painted on it. He guessed it was in central Europe, but I assumed a road with no lines would be in a poorer country. I didn't guess Russia, though.

Yup, he has this sense like when I see an image from Ireland, I'm like, that's Ireland (
maybe UK).
He can do the same thing, just all over the world.
What's interesting though are the cases he confuses that are far apart. Two cases are Romania vs. Canada, and South Africa vs. Australia. Would be interesting to see if locals would have the same issue.
