Terrytoons was an animation studio, so this one was extra difficult. In contrast, "Looney Tunes is an American animated comedy short film series produced by Warner Bros." That is a hint. It could be a newspaper or magazine or a really old series of some sort, pre-TV. I looked up civil war and political cartoon compilations. I was thinking of radio shows that were also cartoons. The answer could be a genre. I wonder if the car tire would be used in the beating photo if the series pre-dates cars.

I think the last picture is the French parliament. That may be the biggest hint. I guess I'll research that angle more.
